National Capacity Needs Self-Assessment for Global Environmental Management

a)To describe and to assess the degree of adequacy of capacities (existing or to be developed, at systemic, institutional and individual levels) vis-à-vis the challenge that compliance with the three Conventions’ objectives and goals imply. b)To identify national capacities, based on which the objectives and actions of the three global Conventions are being implemented: i) to produce an institutional mapping of the above capacities’ current distribution; ii) to identify national capacities that, although necessary for implementation in Paraguay of the three Conventions, are not yet sufficiently developed or have been omitted; to produce a mapping showing the institutional -departmental, state and municipal sectors- wherein this situation prevails; iii) to assess the degree of existing national capacity (especially those that need to be strengthened) and to propose those to be initiated, indicating the pertinent institutional coordinates (mapping), at the different government levels (departmental and municipal) and in the civil society’s different sectors. c)To identify capacity gaps that cut across the three Conventions and formulate actions that generate synergies for these Conventions at the systemic, institutional, and individual levels. d) To propose priorities for national specific capacity building in matters of protection and sustainable use of biodiversity, of mitigation and adequacy to the climate change, as well as the prevention and reduction of soil degradation and desertification. e) To consolidate and to publish the results of this NCSA exercise, so as to make it a technical and institutional base that may serve as platform for future specific development projects of national capacities, with financial support from different national and international sources
