The project will contribute to implement a National Energy Efficiency Program (NEEP) and a Competitive Electricity Supply Program (CESP). The NEEP is aimed at building additional capacity in the agencies of the Government of Uruguay (GOU) in charge of EE policy-making and regulations and in other key stakeholders in the EE market. The CESP is designed to test market-based, cost-effective Demand Side Management (DSM) measures and delivery mechanisms aimed at improving the efficiency of the power supply system, reducing fuel consumption and GHG emissions. The project will aim to: (i) enhance public understanding of the benefits of energy efficiency; (ii) demonstrate selected energy efficiency products, services and delivery arrangements; (iii) prepare and deliver well documented and verifiable information on EE measures to main participants in the energy market (suppliers, consumers, manufacturers and vendors of energy using equipment and appliances, and providers of energy services); and (iv) implement national information programs to support penetration of EE equipment and appliances in the market.
